It doesn't go into how to transfer the puppy from just dragging a leash with no pressure to being able to get the to accept enough pressure to take them on walks or keep them tethered in the home to u. So how would one go about that?

I believe the goal is to try to keep loose lease as much as possible till the pup is old enough to be taught 'leash pressure'. I believe the basic obiedense course by Tyler goes into this topic as well as Michael Ellis's DVD on Leash Pressure. It's important to wait for the pup to be of age because you'll be introducing conflict and you don't want to introduce those things till your relationship with your pup has been mostly established. However every dog is different and people train in many different ways.
